The new lines in each step are shown in red.
-

Step 1
Write the letter lightly in pencil, using simple straight lines. This is the skeleton of your bubble letter.
-

Step 2
Draw a puffy outline all the way around the skeleton, keeping the same distance everywhere and rounding every end.
-

Step 3
Erase the pencil skeleton inside. Now you have a hollow bubble letter!
-

Step 4
Add a shine mark: a curved line and a dot near the top of the letter.
-

Step 5
Draw the same outline again, shifted a little down and to the right, to make a 3D shadow.
-

Step 6
Add some stars around it and color the letter and the shadow in different colors.
-

Now color it!
Color the letter one bright color, light blue here, and leave the little highlight line white so it looks shiny. The stars are yellow. Any color works: try your favorite!
